The Colorado State Statutes and the district bylaws indicate that the business and affairs of the district shall be governed by a board of 5 directors. Each director shall be of the district by virtue of residency, property ownership, or certain contractual situations with property tax responsibility. Directors are elected at regularly scheduled elections to serve 4-year staggered terms.
Through the Board of Directors, the districts have the power and the responsibility to:
Acquire and dispose of property and equipment
Adopt procedures and regulations
Enter into contracts
Fulfill other such corporate functions as necessary to meet the service needs of the citizens
